Why were Home Information Packs introduced?

The government felt the need of introducing these Home Information Packs since previously the critical information about the property being sold was made available to the buyer only after an offer to purchase the property by the selling party had been made. What do these Home Information Packs contain?

Every House Information Pack contains a number of documents the mandatory ones being legal proof or evidence of the ownership of the property, summary of the terms and conditions of the sale and any standard information such as those relating to water, electricity, drainage etc. An optional report may include existing guarantees or warranties, any additional leasehold information, the HCR (Home Condition Report) or Energy Performance Certificate (EPC). The optional reports are included only when applicable or if demanded by the home buyer.
